A crystallisation of the steps is needed:

1.      The base for progress in all areas is the Trust Infrastructure. Getting the EBWs from the markets and with them the general-purpose EUDIWs and AI-agents in test use before dead lines.

2.      To motivate fast wallet deployment and frequent use there must be a critical mass of verifiable data exchange available. Especially to and from EBWs in enterprises. 

3.      All public sector units in Member States should be asked to come up with own priority lists for issuing and and receiving data. Starting from simple eye-opening offerings that creates demand both in enterprises, public sector units and households.

4.      Test runs – aiming for production -  should start in 2026 in co-ordination with WeBuild to ensure interoperability, security and deep automation in enterprises.

5.      Deeper automation needed in industry both in the Single Market and global trade in b2b and b2c need adoption of global open standards for linked data and long term work for harmonisation of semantics and standardisation.

6.      It should be communicated that only deployment of EBWs as control panels for AI-agentics makes the move to the next AI-layer possible. 

7.      It should be communicated that the identity building EBWs and EUDIWs form the interlinking fundament for progress also in Cyber-security, actions against Cyber-crime and the grey economy. 

Monitoring and target setting:

1.      Member States should establish minister-led public-private situation rooms to drive deployment of data streams.

2.      KPI:s as to how many test runs and production deployment, how many verififable credentials on offer, how many EBWs as % of active organisations and EUDIWs as % of active population and number of credentials issued and verified.
