Sybase wins Chinese interbank payment contract

People's Bank of China (PBOC) has selected Sybase's database and application development tools for its China National Advanced Payment System (CNAPS), designed to provide a simplified inter-bank payment clearance and settlement network for the nation's banks.

CNAPS, made up of a large-value, real-time payment network and a small-sum, volume payment network, will access 8964 commercial banks and nodes across 324 cities in China. The system will link to the PBOC's clearing centre, commercial, policy, joint-stocks and foreign banks, as well as other financial institutions to provide a more efficient turnover of funds between banks and reduce the time for delivery, says the bank.

Sybase's Adaptive Server Enterprise (ASE) product will support the heavy data processing needs of traditional OLTP applications and the complex data manipulation needs of decision support systems, while also supporting new, e-business applications.

The vendor's PowerBuilder solution was chosen by the bank to manage CNAPS' demands for both the application development and infrastructure support of business applications. PowerDesigner will be used by PBOC's analysts, designers, developers and system managers to improve communications and productivity throughout the development cycle, from business analysis, systems analysis and design through database schema and business object generation.

Chen Jing, general director of People's Bank of China's science department, says: "Sybase's globally recognised database management technology, the high performance of its relational database management system and strong capabilities of its development tools will provide a strong core support for the bank's modern payment system."
