The European Commission outlines proposals for the establishment of a single payment area in Europe and the creation of a new legal framework.

The consultation document invites comments from businesses and consumer on a range of issues relating to the provision of payment services across European borders. Issues addressed concern essential and coherent information requirements to customers, legal rights and obligations of users and providers of payment services, and the definition of legal certainty in the transaction process.
Comments are invited back by 31 January, after which the Commission may put forward legislative proposals.
