Futures, options and contingency planning

The Commodity Futures Trading Commission reports on the contingency planning and disaster recovery lessons learned from the 11 September attacks.

This report is organised into three parts. The first section describes the efforts of the futures industry to resume operations as quickly as possible. The second part summarises the Commission’s efforts to restore its own operational capabilities and respond to administrative challenges in the aftermath of the attacks, challenges of the type also faced by many market participants displaced from the World Trade Center and surrounding area. The third and final part reviews the lessons learned about the disaster recovery and business continuity plans of market participants and discusses areas where further discussion, analysis, and cooperation may prove fruitful.
The Commission believes the report may prove beneficial to other financial regulators and financial services firms in other industry sectors that are also reexamining their policies, procedures, and practices in the aftermath of 11 September.
