Luxembourg's state postal and telecom service provider is to start selling stamps through its network of Diebold cash machines.

Postal institutions seem to be becoming increasing active in retail banking in a number of countries. Providing access to cash is an important aspect and helps with financial inclusion.
See: http://www.finextra.com/news/fullstory.aspx?newsitemid=18618 where it was noted that "In 2005 the Post Office contracted with BoI for the supply of 1000 "free of charge" cash machines that were rolled out across its national branch network."
This is now happening and the Post office ATMs being installed in key ATM "black spots" often kill the nearby IAD terminals (that charge a fee).
