PRA publishes rulebook for CRD IV

The Prudential Regulatory Authority (PRA) is rewriting its handbook in order to create the PRA rulebook that will apply only to PRA authorised firms.  The rulebook will aim to be consistent with PRA objectives, be clear in intent, straightforward in presentation and as concise as possible. The PRA has published the following sections reflecting implementation of the Capital Requirements Directive IV (CRD IV):

  • internal capital adequacy assessment;
  • definition of capital;
  • benchmarking of internal approaches;
  • credit risk;
  • counterparty credit risk;
  • market risk;
  • groups;
  • large exposures;
  • public disclosure;
  • waivers transitional provisions;
  • interpretation;
  • permissions; and
  • recovery and resolution.

There is also a related glossary.  Until the rewriting exercise is completed firms are referred to both the PRA handbook and the PRA rulebook in order to understand the full set of requirements that apply to them.The PRA has also updated its webpages on CRD IV to contain a list of forms to be submitted by firms which it regulates.  It also lists pre-Capital Requirements Regulation (CRR) items which continue to be reported following the introduction of the CRR as well as those that were discontinued in January 2014.
