Although international plans are still in flux, the UK’s banks have been advised by the Financial Services Authority that they must submit so-called “living wills” spelling out how they would be saved or wound up in a crisis without relying on a taxpayer bailout.  The exercise is costly and time consuming as banks may have to reconfigure the business to show that if in trouble, toxic assets can be segregated and disposed of without bringing down the whole firm.
